The Board of Trustees met at the Medina Township Office
located at 10628 N. Galena Road, Mossville, Illinois on January 9th, 2019

Purpose: Regularly Scheduled Board Meeting

Present:

John H. Dawson, Supervisor
Shawn E. Garner, Clerk
Mike Molohon, Trustee
Richard Clinch, Trustee

Adam Gudat, Trustee

Other Officials and Township Staff Present: Frank Sturm II, Road Commissioner

Others In Attendance: 5 resident.

Call To Order: Supervisor Dawson followed by pledge of allegiance to the flag called the meeting to order at 6:30 PM.

Minutes:
Clerk, Garner, presented the minutes of the Regular Board Meeting held December 12th, 2018. Supervisor Dawson moved to approve, as presented, seconded by Trustee Gudat; followed by a unanimous “Aye” voice vote.

Community Policing Report:

Deputy Lauber described issue with skimmers in City but no reports in Medina as yet. Residents should be vigilant when using debit card and monitor credit statements. There was a report of shooting at 3:17 AM on Melaik Court. One arrest was made with another suspect at large. Investigation is ongoing.

Public Input:
Supervisor Dawson recognized Ken and Kathleen Dunbar. They outlined concerns with solar farm. Although solar power is cleaner form of power, there are concerns. They are referencing the solar farm on Route 29 near soccer complex, and electromagnetic field created by solar farms. The Peoria Zoning Board of Appeal will have hearing tomorrow. Supervisor Dawson recommended that residents attend hearing and voice concerns before zoning board votes on special use permit.

Correspondence & Reports

Supervisor, John Dawson:
Investment Report: The Investment Report ending on January 9th, 2019 was accepted as presented by the board.

Road Commissioner, Frank Sturm, II:
We completed leaf pick-up before the holidays, but we are still receiving calls.
Received a letter from Porter Brothers, requesting their project be suspended until May 1, 2019. They are supposed to be down this week to re-grade Ivy Lake Road.

Received a call from a resident on Northedge Court in Cedar Bluffs Estates. A large sinkhole developed behind one of our storm inlets. We had Hunter hydro-excavate the area, and the pipe had failed. We repaired it yesterday, and I have contacted Hoerr Construction to get a price for lining it. It was televised yesterday.

A resident called about a hazardous tree on N. Allen Road. Added it to the list of trees to be removed.
Horowitz submitted final invoice. We were waiting for certified payrolls and got them today.

Assessor, Mark Brabant:
Assessor advised that in 2017 – 45 general permits and 3 new house permits. 2018 received 63 general permits and 6 new house permits. There were 50 new house permits in 2016.

Plan Commission, Brady Miller, Chairperson:
Not present to present report.

Trustees:
Trustee Clinch advised that there have been 3 water main breaks in Colony Point with asphalt curbs installed. Road Commissioner advised that concrete curbs will be installed.

Old Business
Review, discuss, vote on police contract: Supervisor Dawson outlined Peoria County Sheriff’s proposal. Supervisor Dawson recognized Sheriff Asbell. Cost and increases were reviewed on yearly and 4 year term. Discussion on using EFT to pay services which is possible. Discussion held on 8 hours shift versus 12 hours shift, Sheriff advised that the length of shift is based upon level of comfort of township residents. Discussion held with board, general consensus was for a 4-year contract. Trustee Parr made motion for Supervisor Dawson to consult with legal counsel on drafting contract language with Peoria County’s Sheriff’s Department, seconded by Molohon, followed by roll call vote. . A roll call vote was taken by Clerk, Garner, with Supervisor Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion passed unanimously.

Trustee Clinch made motion to extend Peoria County Sheriff’s contract to the end of February, 2019, seconded by Trustee Parr; followed by roll call vote a unanimous “Aye” voice vote.

New Business
Training: Supervisor Dawson reviewed sexual harassment which trustees are to complete in compliance with 5-ILCS 430 Sect. 5.10.5. Materials were provided to board.

Pay Township Bills

Township/Road District Bills Audited: All bills of the Town and the Road District were audited and approved for payment. All bank accounts were reconciled and found to be in order. Trustee Molohon moved to pay the bills, seconded by Trustee Parr followed by a unanimous “Aye” voice vote.

Adjournment: There being no further business to come before the board, Trustee Molohon moved to adjourn, seconded by Trustee Gudat, followed by a unanimous “Aye” voice vote. The meeting adjourned at 7:51 PM.
