The Board of Trustees met at the Medina Township Office
located at 10628 N. Galena Road, Mossville, Illinois on April 10th, 2019

Purpose: Regularly Scheduled Board Meeting

Present: John H. Dawson, Supervisor
Shawn E. Garner, Clerk
Mike Molohon, Trustee
Adam Gudat, Trustee
Cam Parr, Trustee
Richard Clinch, Trustee

Other Officials and Township Staff Present: Frank Sturm II, Road Commissioner – Mark Brabant, Assessor

Others In Attendance: 3 residents.

Call To Order: Supervisor Dawson followed by pledge of allegiance to the flag called the meeting to order at 6:30 PM.

Minutes:
Clerk, Garner, presented the corrected minutes of the Regular Board Meeting held February 6th, 2019. Supervisor Dawson moved to approve, as presented, seconded by Trustee Molohon; followed by a unanimous “Aye” voice vote with Trustee Parr and Trustee Gudat abstaining.

Clerk, Garner, presented the corrected minutes of the Regular Board Meeting held March 13th, 2019. Trustee Molohon moved to approve, as presented, seconded by Trustee Gudat; followed by a unanimous “Aye” voice vote with Trustee Parr and Trustee Clinch abstaining.

Community Policing Report:
Deputy Lauber reported theft at Red Dot Storage with 17 locks cut from units. Access gained by cutting through security fencing. One lessor reported a theft of property. Investigation is ongoing. Deputy is monitoring the property.

Public Input:
Supervisor Dawson recognized Frank Gerke. He presented issues with Galena Knolls Sub-division. Requesting the speed limit sign be posted. Road shoulder is breaking away and drainage issue at entrance. Road Commissioner will follow-up and schedule inspection.

Correspondence & Reports

Supervisor, John Dawson:
Investment Report: The Investment Report ending on April 10th, 2019 was accepted as presented by the board.
Supervisor Dawson advised the parking lot at park will need to be addressed. I will secure bids for crack repairs, resurfacing and re-striping.

Road Commissioner, Frank Sturm, II:
We should finish repairing potholes next week.
Will schedule spring leaf pick-up when we are done with potholes. I have received several calls regarding pick-up.
We will plan our annual street tour soon.
Haven’t heard anything from Porter Brothers, regarding Ivy Lake Road, but should soon.
I looked at that new street light installation in the Lanes. Ameren did a great job with the install.
Ground is still too wet to have Hunter to look at drain line on Fairview and in park.

Assessor, Mark Brabant:
This is a general assessment year. In August, everyone will receive assessment notice. Any changes made in last three years are removed and anticipate numerous request to re-instate. Also, will need to address certain sub-divisions.

Plan Commission, Brady Miller, Chairperson:
Not present to present report.

Trustees:
Trustee Parr reminded those in attendance that May 13th is the Southside Mission Annual Banquet at 6:00 pm at the Peoria Civic Center. I believe that it is important to support local groups.

Old Business

Update on improvements to Medina Park: Supervisor Dawson reported that the backstop on field # 2 has been ordered with plan for Hohulin to complete work in the fall. Aggregate has been ordered with delivery scheduled, and camera is being installed. New trees have been ordered with Greenview but cost increased by $450 but has a warranty with three year guarantee. They will be installed in April or this fall. New faucets conserving water have been installed.

New Business

Vote on resignation of Brady Miller from Township Planning Commission: Supervisor Dawson presented letter of resignation from Brady Miller from planning commission. Supervisor Dawson made motion to accept resignation of Brady Miller, seconded by Trustee Parr followed by a unanimous “Aye” voice vote. Trustee Parr recommended Jim Manning who resides in township.

Prevailing Wage Law changes: Supervisor Dawson advised that recent changes to the law will not require a prevailing wage ordinance for the township and road district.

Supervisor’s Annual Financial Report: Supervisor Dawson outlined Annual Financial Report and welcomed any questions.

Pay Township Bills

Township/Road District Bills Audited: All bills of the Town and the Road District were approved for payment. Trustee Molohon moved to pay the bills, seconded by Trustee Clinch followed by a unanimous “Aye” voice vote.

Adjournment: There being no further business to come before the board, Trustee Molohon moved to adjourn, seconded by Trustee Clinch, followed by a unanimous “Aye” voice vote. The meeting adjourned at 7:21 PM.
