The Medina Township Board of Trustees Monthly Meeting

Purpose:  Regularly Scheduled Board Meeting

Present:  Shawn Garner, Supervisor

Mike Molohon, Trustee 

Cam Parr, Trustee

Other Officials and Township Staff Present:

Call To Order:  Supervisor Garner called the meeting to order at 6:00pm

Approval of Minutes:  Clerk Sundermeyer presented the minutes from the regular board meeting held on February 9, 2022. Hearing no corrections or additions, Shawn Garner made a motion to approve the minutes as presented. Cindy Greene seconded. The motion passed by a unanimous voice vote. 

Community Policing Report: 

Deputy Ben Davison gave the report for February. There were 79 reports made including 1 deceptive practice, 5 thefts, 1 burglary theft, 1 drug charge, 2 violations of orders of protection, 1 vehicle burglary, 6 battery charges, 2 harassment charges, 1 DUI, 1 sex crime, 1 child pornography, and 1 hate crime. 

Public Input:  Clayton Walenta asked about the field equipment purchased by the board and referenced in the February minutes. Supervisor Garner sent him a link to the piece of equipment which will be used to grade, edge and groom the ball fields. This equipment is expected to arrive in April.

New Business:

The Annual Town Meeting Agenda was presented for the ATM to be held on Tuesday, April 12, 2022 at 7 pm. (See attached).  Shawn Garner made a motion to approve the agenda, Cam Parr seconded. The motion was approved by a unanimous voice vote.

Frank Sturm reviewed the Road District Budget Transfer of Appropriation with the board. 

Shawn Garner made a motion to transfer the following amounts in the Road and Bridge Fund:

Mike Molohon seconded the motion. A roll call vote was taken:  Garner, Molohon, Parr, Green and Gerke all voted “Aye”. The motion passed unanimously.

Shawn Garner made a motion to transfer the following amounts in the Permanent Road fund:

Frank Gerke seconded the motion. A roll call vote was taken by the Clerk:  Garner, Molohon, Parr, Green, Gerke all voted “Aye”. The motion passed unanimously.

Department Correspondence:

Supervisor Garner:  

  1. Investment Report:  the report ending on March 9, 2022 was previously presented to the board 
  2. Board members, please review the Economic Interest Statement online by May 1, 2022. There have been changes made since last year.
  3. We received a Medina Park Agreement from ICYA  – Shawn Garner made a motion to accept this Agreement, Cam Parr seconded the motion. The motion was approved by a unanimous voice vote.  
  4. The accountant is reviewing and calculating any surplus funds in the Town Fund as of 3/31/22. This amount will be presented to the electors at the Annual Town Meeting to be placed into a Capital Fund and Park Fund accounts with approval by electors at the Annual Town Meeting.
  5. ABI Field equipment should arrive in April.
  6. The Audit bill was paid by the Town Fund and should have been split between the Town Fund and the Road Fund. This change will be made and will be reflected in the April board report.

Road Commissioner:  Frank Sturm: 

  1. The 2018 truck from Koenig has not arrived and is still expected to be delivered in a week or two. They have been saying this for 5 weeks.
  2. The road district ordered salt and received a portion of the order (600 tons/1500 tons).  We have enough salt on hand and hope to defer delivery of the balance of the order so we do not have to store it.
  3. They are starting to receive calls regarding potholes.
  4. They are starting to put together a maintenance program for 2022.

Assessor:  Mark Brabant 

The Senior Citizen Freeze forms (to freeze property tax) do not have to be notarized any longer. The age for this is 65 and above.

Plan Commission:  Jim Manning 

No report.

Trustees:  No report

Township/Road District Bills:  

All bills of the Town and Road District were reviewed and approved for payment. Mike Molohon made a motion to pay the bills. Cindy Greene seconded the motion. The motion was approved by a unanimous voice vote.

Adjournment:

Mike Molohon made the motion to adjourn and Shawn Garner seconded it. The motion passed unanimously. The meeting was adjourned at 6:43 pm.
