The Medina Township Board of Trustees Monthly Meeting

Purpose:  Regularly Scheduled Board Meeting

Present:  Shawn Garner, Supervisor

Cam Parr, Trustee

Deputy Ben Davison (had to leave for a call)

Call To Order: Supervisor Garner called the meeting to order at 6:30 pm

Approval of Minutes: Mary presented the minutes from May 2025. Shawn made a motion to approve the minutes, Cam seconded. The minutes were approved by a unanimous voice vote.

Mary presented the minutes from the May 2025 Budget Meeting. Shawn made a motion to approve the minutes, Luke seconded. The minutes were approved by a unanimous voice vote.

Community Policing Report: Mary Sundermeyer gave the report for May 2025. There were 40 reports made involving 18 reports of crimes (9 original crimes). There were also 72 traffic stops made in the township. Deputy Davison monitored the speed on Parkside Lane. Most people travel under 30 mph; some are 1 or 2 miles over that. The speed limit on unposted roads is 30 mph. Code Enforcement has been notified about nuisance properties on Parkside Ln. 

Public Input: 

A resident is impacted by the Staab Rd bridge closure and wants to ensure all is being done to get this bridge rebuilt. He said that 30 parcels of land are impacted, some Medina residents and some are in Hallock Township. The closure adds 10 minutes to their travel time. This and confusion on maps regarding the closure affects emergency response time adversely. Frank Sturm relates that the State of Illinois Bridge Office is in charge of all bridges and even though it is a 1 lane bridge, it must be replaced with a 2-lane bridge with shoulders. This is expected to cost approximately $1M and the budget for the township road district is $500,000 per year.

A resident of Parkside Lane reported that most of the yards have been mowed and the street looks better. The residents still want a lower speed limit on their street. Currently, it is 30 mph. Frank Sturm will notify the county that they would like to have a speed study done on this street. Frank also mentioned that this street is scheduled for seal coating this year. That should address the problems with the quality of the road.

Supervisor Shawn Garner:  

  1. Investment Report: The report ending on June 11, 2025, was previously presented to the board.
  2. There are no General Assistance (GA) cases pending. 
  3. There are no cases before the Plan Commission. 
  4. Stratus is coming tomorrow to train employees in the new phone system and shared internet with the Township Office and Garage.
  5. We received a thank you note from the Molohon family for the flowers sent to Mike Molohon’s funeral.

Road Commissioner Frank Sturm: 

  1. The department did their annual drive through all of the roads in Medina Township.  They found $1M of work that needs to be done but only have $500,000 to spend. Frank is fine tuning the program now. They will use a combination of:
    1. seal coating
    2. tilling with shaping and double seal coating
    3. mill 4 inches at edge, then 3 inch of asphalt
    4. miscellaneous concrete
  2. Frank is meeting with the attorney next month to discuss updating the personnel manual. It was last updated in 2017.
  3. Staab Rd Bridge – Frank has been working with the county on funding opportunities. There may be 2 sources of funding.
    1. County/Township Bridge Program. The earliest these funds would be available is in 2029. The last bridge the road department replaced was the Dickisson Rd Bridge and the road district paid about 42.5% of the total cost, $926,000. ($392,000, was our portion). We used RBI funds, MFT Funds and Permanent Road Funds. The State Rebuild Illinois Program has expired.
    2. State “Bridge Bundling” Program. Each County provided IDOT with a list of bridges. 4 bridges from Peoria County were selected. The Staab Rd Bridge is one of them. This program would cover 100% of the cost and may be available by 2028.

Township/Road District Bills: Shawn made a motion to pay the bills of the township. Cindy seconded. The motion passed by a unanimous voice vote.

Adjournment: Cam made a motion to adjourn, and Shawn seconded it. The motion passed unanimously. The meeting was adjourned at 7:14 pm.
