The Medina Township Board of Trustees Monthly Meeting

Purpose:  Regularly Scheduled Board Meeting

Present:  Shawn Garner, Supervisor

Cindy Greene, Trustee 

Luke Harvey, Trustee 

Absent: Cam Parr, Trustee

Call To Order: Supervisor Garner called the meeting to order at 6:00 pm

Approval of Minutes: Shawn presented the minutes from Regular Township Board Meeting of June 2025. Cindy made a motion to approve the minutes, Luke seconded. The minutes were approved by a unanimous voice vote.

Shawn presented the minutes from the June 2025 Road District Budget Meeting. Shawn made a motion to approve the minutes, Cindy seconded. The minutes were approved by a unanimous voice vote.

Shawn presented the minutes from the June 2025 Township Budget Meeting. Cindy made a motion to approve the minutes, Luke seconded. The minutes were approved by a unanimous voice vote.

Community Policing Report: Deputy Davison gave the report for June 2025. There were 85 reports made involving 17 reports of crimes (13 original crimes). There were also 39 traffic stops made in the township. Brighton Woods incident is still under investigation. The complaint of an abandoned trailer on Resthaven has been resolved.

Public Input:  Bill Popielarczyk with Chillicothe Community Fire Protection District advised that district wanted to discharge water onto Brookview Park as training exercise. Board had no objections as district was watering lawn. District will schedule training when residents would be least affected and proceed with training exercise.

New Business:  Consider, discuss, and vote on trustee to fulfill Mike Molohon’s term of office: Shawn introduced Adam Molohon to be nominated to serve out the remainder of Mike Molohon’s term as Trustee. Adam meets the requirements of the position. Shawn moved that Adam Molohon be appointed as a Trustee for the remainder of Mike Molohon’s term. Cindy Greene seconded. The motion was approved by a unanimous voice vote.

Consider, discuss, and vote on grant application from CNA: Shawn made a motion to approve the CNA grant for $1,000. Cindy seconded. A roll call vote was taken for both motions: Luke –Aye, Shawn – Aye, Cindy – Aye. Motion passed.

Consider, discuss, and vote on grant application from IVC Band Boosters:  Cindy made a motion to approve the IVC Band Boosters grant for $2,250. Luke seconded. A roll call vote was taken for both motions: Luke –Aye, Shawn – Aye, Cindy – Aye. Motion passed.

Consider, discuss, and vote on park agreement. Resident requested use of parking lot at ballpark for a car show to raise money for St. Jude on August 2nd. Shawn made a motion for supervisor to approve park agreement subject to COI being presented, Cindy seconded. The motion was approved by a unanimous voice vote.

Department Correspondence:

Supervisor Shawn Garner:  

  1. Investment Report: The report ending on July 9th, 2025, was previously presented to the board.
  2. There are no General Assistance (GA) cases pending. 
  3. There are no cases before the Plan Commission. 
  4. Stratus has installed new phone system and shared internet with the Township Office and Road District.
  5. Will need to address septic system at ballpark. Silt will be removed to restore flow. 

Road Commissioner Frank Sturm: 

  1. Open bids for Miscellaneous Concrete Repairs on Friday, 7/11/25. Eleven contractors have taken out bid packages. My estimate is $179,838.
  2. We have rented a boom mower for this week. To help clean-up brush and small trees that are encroaching on various rights-of-way.
  3. Nothing to report on the Staab Rd Bridge.
  4. Someone is proposing to install a solar farm off Wayne Road. Nothing definite yet, but sounds like they are starting the “special use” process with the county.
  5. The entire length of Fairview St./Poplet Hollow has been milled and overlaid, thanks to the generosity of a private resident. Fairview St. is maintained by Medina Township, and Poplet Hollow is maintained by the City of Peoria.
  6. The county is doing another tire collection this summer, scheduled for August.
  7. Shawn and I met with John Redlingshafer to discuss updating employee handbook.

Assessor: No report

Plan Commission: No report

Trustees: None

Township/Road District Bills: Luke made a motion to pay the bills of the township. Cindy seconded. The motion passed by a unanimous voice vote.

Adjournment: Luke made a motion to adjourn, and Cindy seconded it. The motion passed unanimously. The meeting was adjourned at 6:30 pm.
