The Medina Township Board of Trustees Monthly Meeting

Purpose: Regularly Scheduled Board Meeting

Call To Order: Supervisor Garner called the meeting to order at 6:00 pm
Approval of Minutes: Mary presented the minutes from Regular Township Board Meeting of
December 2025. Shawn made a motion to approve the minutes, Cindy seconded. The minutes were approved by a unanimous voice vote.
Community Policing Report: Deputy Davison sent a report for December 2025. There were 58 reports made involving 38 reports of crimes (7 original crimes). The deputy was away on a serious call.
Public Input: None
Old Business: None
New Business: Discuss the Luthy parcels and future development and access to the land with Chad Herman providing information on his plans for this property.
Cam made a motion to approve the easement/license originally stipulated in the 1983 Judgement Case # 77-E-2321 pending the drafting and approval of a new agreement between the Medina Township attorney and the landowner’s attorney with specific attention given to the ownership and maintenance of the road and also stipulating that the four (4) 27 acre land parcels cannot be further subdivided. Cindy seconded. A roll call vote was taken: Shawn – Aye, Luke – abstain, Cam – Aye, Cindy – Aye, Adam – Aye. The motion passes.
Department Correspondence:
Supervisor Shawn Garner:
- Investment Report: The report ending on January 14, 2026, was previously presented to the board.
- There are no General Assistance (GA) cases.
- There are no cases before the Plan Commission.
- Pay the RA Cullinan bill from October.
- Assessor’s Budget was presented and is unchanged from last year.
- We received a thank you card from CNA for the grant we gave them last month.
Road Commissioner Frank Sturm:
- Another round of leaf pick-ups was completed in January. They are now finished for the season. This is the first time we have had to have a leaf pick-up in January.
- One leaf machine engine will need to be replaced costing between $10-15k. A new leaf machine would cost $142,000.
- Have not heard anything back from the collection agency regarding the Frontier bill.
- Frank talked to Peoria County regarding the Staab Rd bridge. IDOT is hiring a Project Manager for Phase I and Phase II of the project to replace the bridge.
- One of the original tube heaters in the garage is failing. It is 40 years old. We have one estimate for $10,000. Will get one more.
- Garage sustained some wind damage around 12/29. Frank contacted TOIRMA and they will send an adjuster out.
- Last Chance built part of their new parking lot on Medina Township right of way. Our agreement with them stipulates that they must carry insurance on the parking lot. This insurance has been cancelled. Our attorney has sent them a letter reminding them of their obligation.
Assessor: No report
Plan Commission: No report
Trustees: Adam mentioned that a building has come up for sale that might serve as a garage and office for Medina Township. The board will investigate this.
Township/Road District Bills:
Cindy made a motion to pay the bills of the township. Cam seconded. The motion passed by a unanimous voice vote. RA Cullinan bill for $is late. It was sent in October. Somehow it had been overlooked. Frank would like a system of checks and balances to prevent this. Shawn made a motion to pay this bill. Luke seconded. The motion was approved by a unanimous voice vote.
Adjournment: Adam made a motion to adjourn, and Luke seconded it. The motion passed unanimously. The meeting adjourned at 7:14 pm.
