The Medina Township Board of Trustees Monthly Meeting

Call To Order: Supervisor Garner called the meeting to order at 6:00 pm

Approval of Minutes: Mary presented the minutes from Regular Township Board Meeting of 

February 2026. Shawn made a motion to approve the minutes, Cam seconded. The minutes were approved by a unanimous voice vote.

Community Policing Report: Deputy Davison gave the report for February 2026. There were 42 reports made involving 17 reports of crimes (3 original crimes). There were 71 traffic stops made in the township. There has been trouble with motorcycles gathering at the Medina Ball Fields. It can get loud when 15 motorcycles congregate. The Deputy will keep an eye out for this. Also, a resident has been burning some improper items around Dale St. The Chillicothe Fire Department has been called and will charge this resident when they must come out. This is against EPA regulations but they (the EPA) are not doing much to stop this. This same resident also plays loud music day and night and his neighbors want something done about it.

Public Input: Residents of Dale St came to discuss their concerns about the smell and ash from burning, the squatters living in a building without heat or running water and the loud music disturbing the peace. They are also complaining about motorcycles driving very fast on their street. There is also a puppy on the property who cries night and day. Residents would like the county to deem this property uninhabitable. They will have to call Peoria County Code Enforcement and County Animal Control with these issues. Deputy Davison is also working with them to resolve this.

Old Business: None

New Business: 

Shawn presented an amended ATM agenda. A resident petitioned to have an item added to the agenda involving putting an advisory question on the November ballot that would remove the State ban on investing pension funds with companies who boycott Israel (and others). Shawn made a motion to approve the revised ATM agenda, Luke second. The agenda was approved by a unanimous voice vote. Mary will post this in the Peoria Journal Star.

Department Correspondence:

Supervisor Shawn Garner:  

  1. Investment Report: The report ending on March 11, 2026, was previously presented to the board.
  2. There is 1 General Assistance (GA) case. 
  3. There are no cases before the Plan Commission. 
  4. John Redlingshafer, attorney, was securing documents for the Luthy parcels but the lawyer for the parcels has advised him that this matter has been placed on hold.
  5. A Park Agreement and COI have been submitted for IVC Travel Baseball. Shawn made a motion to approve the agreement and Cam seconded. The motion was approved by a unanimous voice vote. IVCYA has also submitted a Park Agreement and COI. Shawn made a motion to accept the agreement, Adam seconded. The motion was approved by a unanimous voice vote.
  6. Medina Township is sponsoring an IVCYA team this year.
  7. Shawn reminded the trustees to fill out the economic interest form with the county.

Road Commissioner Frank Sturm: 

  1. Have not heard anything back from the collection agency regarding the Frontier bill.
  2. No new news on the Staab Rd bridge. 
  3. New work truck should be ready in less than a month. 
  4. Frank has called the city of Peoria regarding their plans for a sidewalk on Hickory Grove Rd to Knoxville. They have not returned his call yet. 
  5. Frank received a COI from Last Chance Bar today.
  6. Received the salt contract order for 2026-27. Frank must have that in by 4/7. He plans to order 600 tons.
  7. We cut down a tree in Alta. We thought it was almost dead and thought it was on our right of way. The edge of the tree was about 3 inches from the right of way. Frank is working with the resident to resolve this situation.

  1. More revenue is needed for the Road District Budget. We can either raise taxes or cut services. Revenue has remained the same for the last 5 years or more and this has not kept pace with construction costs which have skyrocketed since COVID.

Assessor: No report.

Plan Commission: No report .

Trustees: No report.

Township/Road District Bills: 

Shawn made a motion to pay the bills of the township. Cam seconded. The motion was approved by a unanimous voice vote.

Adjournment: Adam made a motion to adjourn, and Cam seconded it. The motion passed unanimously. The meeting adjourned at 8:00 pm.
