The Medina Township Board of Trustees Monthly Meeting

Call To Order: Supervisor Garner called the meeting to order at 6:00 pm
Approval of Minutes: Mary presented the minutes from Regular Township Board Meeting of
January 2026. Shawn made a motion to approve the minutes, Luke seconded. The minutes were approved by a unanimous voice vote.
Community Policing Report: Deputy Davison gave the report for January 2026. There were 68 reports made involving 36 reports of crimes (12 original crimes). There were 90 traffic stops made in the township. Young people have been coming into the Lake of the Woods area from out of the area very late at night (between 2 and 4 am). Please lock your vehicles.
Public Input: Residents came to discuss their concerns about granting an easement to the Medina trail for a road to access the Luthy properties. There are better ways to access that property that do not cross the trail.
Old Business: None
New Business: The board members (individually) toured a building at 2020 Wilkens Dr. that is for sale in the township. It would suit the needs of a township building and provide a garage. This would be cheaper and faster than building a new building on township property. The township has put $500,000 into a Capital Fund to pay for a new building.
Our lawyer will draft a resolution to buy this building for the Annual Town Meeting (ATM). Electors will decide on this issue at the ATM on April 14. Cam made a motion to proceed with the purchase of the building at 2020 Wilkens Dr. for $600,000 pending the approval by the electors. Adam seconded the motion. A roll call vote was taken: Shawn – Aye, Cam – Aye, Cindy – Aye, Luke – Aye, Adam – Aye. The motion passes.
The building at 2020 Wilkens Dr. currently has a tenant, an HVAC company and they will have 6 months to relocate once the building is sold. TIORMA is OK with the township having a tenant, as long as they have their own insurance of $1 M. Better Banks can do a 6.5% (max rate) 5-year bank note for $120,000. The monthly payment will not exceed $2,300.
Shawn made a motion to approve ATM agenda, Luke second. The agenda was approved by a unanimous voice vote. Mary will post it in the newspaper.
Shawn made a motion to approve the Board Schedule for 2026-27. Cindy seconded. The board schedule was approved by a unanimous voice vote. Mary will post it in the newspaper.
Department Correspondence:
Supervisor Shawn Garner:
- Investment Report: The report ending on February 11, 2026, was previously presented to the board.
- There are no General Assistance (GA) cases.
- There are no cases before the Plan Commission.
- John Redlingshafer, attorney, is securing documents for the Luthy parcels.
- A Park Agreement and COI have been submitted for the IVC Travel Softball. Shawn made a motion to approve the agreement and Cam seconded. The motion was approved by a unanimous voice vote.
Road Commissioner Frank Sturm:
- The Board is aware and does not object to the Road District obtaining a loan from Better Banks for the new Ford F550 truck.
- Have not heard anything back from the collection agency regarding the Frontier bill.
- No new news on the Staab Rd bridge.
- Waiting for TIORMA to come and inspect garage roof wind damage from 12/29.
- Last Chance Bar & Grill insurance on parking lot will end in March. They will get insurance through a new carrier and send us the certificate.
- The 2009 Traden truck is back in the shop.
- No news on the new work truck that has been ordered.
- The city of Peoria is hiring a consultant to develop plans for a sidewalk on Hickory Grove Rd to Knoxville and beyond this spring. They plan to build in the fall. They wanted Medina’s plans for our portion of the sidewalk. Frank told them that we have been waiting for them for 10 years to decide to build this sidewalk so we do not have plans ready. They will get back in touch with us later.
Assessor: Senior freeze income limit went from $65,000 to $75,000 this year.
Plan Commission: No report.
Trustees: No report.
Township/Road District Bills:
Cam made a motion to pay the bills of the township. Cindy seconded. The motion was approved by a unanimous voice vote.
Adjournment: Adam made a motion to adjourn, and Luke seconded it. The motion passed unanimously. The meeting adjourned at 7:11 pm.
