The Medina Township Board of Trustees Monthly Meeting

Purpose: Regularly Scheduled Board Meeting

Call To Order: Supervisor Garner called the meeting to order at 6:00 pm
Approval of Minutes: Mary presented the minutes from Regular Township Board Meeting of September 2025. Cam made a motion to approve the minutes, Cindy seconded. The minutes were approved by a unanimous voice vote.
Community Policing Report: Deputy Davison gave the report for September 2025. There were 45 reports made involving 26 reports of crimes (14 original crimes). There were also 66 traffic stops made in the township. It has been quiet in the township.
Public Input: No request made for input.

New Business:
Discuss and vote on landscaping at Wheaton parcel: Peoria County has issued notice of violation for Parcel 0927477005. After receiving fill, grass must be established on the parcel. Arrangements have been made to mow the parcel. Tru-Green will apply vegetation weed. We will then establish grass cover. Cam made a motion to complete work at the parcel establishing grass with the cost not to exceed the amount of $16,000. Adam seconded. A roll call vote was taken: Shawn – Aye, Cam – Aye, Cindy – Aye, Luke – Aye, Adam – Aye. The motion passes.
Discuss future development in Medina Township: Chad Herman was recognized and advised details of potential development in the township. They are looking to develop the Luthy property. Currently there is no access to the parcels. They are investigating an easement from residents through their property. They would need the township to provide access to the parcels and asked for township cooperation. The township will review the matter with counsel to determine appropriate response.
Department Correspondence:
Supervisor Shawn Garner:
- Investment Report: The report ending on October 8th, 2025, was previously presented to the board.
- There is one General Assistance (GA) case. This resident has just moved into the township and is waiting to be approved for Social Security Disability.
- There are 2 cases before the Plan Commission.
- The audit for the 2024-2025 FY is completed by Tjerpe & Tennison CPAs, LLC with a draft of the report provided to board members. They will report their findings at the next monthly board meeting.
- IVCYA will address the board next month with their plans for the ball park.
Road Commissioner Frank Sturm:
- MERC is making good progress on the Miscellaneous Concrete Repairs.
- RA Cullinan is going to place aggregate shoulders on our part of Fairview St. next week.
- No news on the Staab Rd Bridge funding. IDOT inspected closure and we had to place new barricades and remove weight limit signs.
- We are still waiting for the one part for the leaf machines. Should be getting it soon. Fall leaf pick-up is scheduled to begin on November 1, 2024. We won’t be able to drop off leaves at Good Forest this year. They are out of room.
- Frontier turned our last invoice into a collection agency. This invoice was for our fax line which Frontier disconnected in 2021. I talked to the collection agency, and they said they would classify our account as “in dispute”. I have to give them an explanation in writing, and send it to them. I have 30 days to respond.
- Received the salt contract from the State. Morton Salt is our vendor and the price per ton is $82.29.
- Received John R’s opinion letter regarding the street light request in the Lane’s. We are not obligated to install one.
- Ask Shawn about tall weeds at 9807 N. Allen Road.
- The city told me that they plan to extend a new sidewalk from Bennett subdivision to Illinois Route 40. Engineering in 2026 and construction in 2027.
Assessor: Board reviews closed with not many complaints received.
Plan Commission: No report
Trustees: None
Township/Road District Bills:
Cam made a motion to pay the bills of the township. Luke seconded. The motion passed by a unanimous voice vote.
Adjournment: Adam made a motion to adjourn, and Cam seconded it. The motion passed unanimously. The meeting was adjourned at 7:14 pm.
