Medina Township – Annual Town Meeting

April 14th, 2026 at 7:00pm

 Introduction of Township Officials & Dignitaries Present

The balance of the meeting will be conducted by a moderator per state statute.  

Moderator shall be elected by the electorate present.

Mary nominates Jeff Sundermeyer for Moderator. Shawn Garner seconded. No other nominees were put forth. The motion passed with a unanimous voice vote.

Mary made a motion to set the salary for the Moderator at $75. Cam Parr seconded. The motion was approved by a unanimous voice vote.

Mary then administered the “Oath of Office” to the Moderator. The Moderator takes over the meeting.

Moderator Of Annual Town Meeting

Jeff presented the agenda for The Annual Town Meeting (ATM). Ladonna Fiskin

 made a motion to approve the agenda. Shawn Garner seconded. The motion was approved by a unanimous voice vote.

Jeff called on Mary to present the minutes of the 2025 ATM. Mary had printed copies available for review. Barb Garner made a motion to accept the minutes as presented and Luke Harvey seconded. The motion was approved by a unanimous voice vote.

Jeff called on Mary to present the Annual Audit/Treasurer’s Report. Mary indicated that the reports were printed and available for anyone to examine. Barb Garner made a motion to accept the Treasurer’s report and Adam Molohon seconded it. The report was accepted by a unanimous voice vote.

OLD BUSINESS: None

NEW BUSINESS:

Consider, discuss and vote on transfer of funds from the General Town Fund to the Town Capital Fund. Shawn Garner indicated that we had $100,000 that could be transferred. Cam Parr made a motion to transfer $100,000 from the General Town Fund to the Town Capital Fund. Barb Garner seconded. The motion was approved by a unanimous voice vote. TWN-2026-03.

Consider, discuss and vote on purchase of a new building for the township at 2020 E Wilkins for not more than $600,000. Shawn Garner spoke about finding an ideal building in the township that is for sale. Not only would it serve as a township building and meeting space but it would serve as a garage for the Road District. Constructing a new building would cost more than buying the building at 2020 E Wilkins. We have been saving for five years to buy a new building and have $575,000 in the Town Capital Fund. With this year’s $100,000 contribution, we would have $675,000 in the fund. Barb Garner made a motion to buy the building at 2020 E Wilkins, Resolution TWN-2026-01. Adam Molohon seconded. The motion was approved by a unanimous voice vote.

Discussion was held on selling the current Medina Township building on Galena Rd. Cam Parr made a motion to approve Resolution TWN-2026-02 regarding the sale of the old building. Adam Molohon seconded.  The resolution was approved by a unanimous voice vote.

Hind Abi Akar wanted to have an advisory question added to the November 2026 General Election ballot. Hind spoke about changing the Illinois State Constitution to remove the language forbidding State funds to be invested in any companies that boycott Israel. Rabbi Bryna Milkow spoke against putting this on the ballot. Index cards were given to all voting attendees (registered voters who live in Medina Township). The motion passed 27 (yes) to 18 (no). This will be resolution TWN-2026-04.

Barb Garder made a motion to approve Ordinance No. GTO-01-2026 which establishes date and time of 2027 Annual Town Meeting to be held on April 15th, 2027 at 7:00 PM. Cindy Greene seconded. A voice vote of 45 ayes and 1 nay. The ordinance passed.

Having no further business to discuss, the Moderator was relieved of his duties.
